أعرب الاتحاد الدولي للصحف والمنتدى العالمي للمحررين عن بالغ قلقهما ازاء تأكيد الحكم الصادر بحق الصحفي عبدالكريم الخيواني بالسجن ست سنوات رغم قرار العفو الرئاسي الصادر له في سبتمبر الماضي.
وأشار السيد جايفن اورايلي رئيس الاتحاد الدولي للصحف(الذي يمثل 18000 صحيفة في 102 بلد) والسيد خافيير فيدال فولتش رئيس المنتدى العالمي للمحررين في رسالة مشتركة وجهت الاثنين للرئيس علي عبدالله صالح ونسخت لكل من رئيس الوزراء ووزير العدل، إلى تأكيد المحكمة المتخصصة بقضايا الارهاب في 26 يناير الماضي تأكيد الحكم بسجن رئيس تحرير جريدة الشورى السابق عبدالكريم الخيواني ست سنوات، الذي كان قد حصل على عفو رئاسي، وتلقى تطمينات من وزير العدل ومسؤولين اخرين بأن القضية انتهت.
وأضافت الرسالة: بأن الخيواني لم يستدع الى المحكمة لتقديم افادته، ولم يخطر بأن المحاكمة مستمرة، كما لم تنظر المحكمة في طعن الخيواني بالحكم الابتدائي، مشيرة الى ان الخيواني سجن في يونيو 2008 بتهمة الانتماء الى خلية ارهابية والتخطيط لهجمات ارهابية، وكانت التهم قد وجهت بحقه في عام 2007، واتهم حينها بنشر معلومات من شأنها ان تقوض من معنويات الجيش، منوها إلى أن الخيواني اختطف وسجن لعدة مرات، وسجن لتسعة اشهر عام 2004 لنشره مقالات انتقد فيها الدولة والرئيس.
وعبر اورايلي وخافير عن شعورهما بقلق بالغ كون الخيواني قد حكم عليه بالسجن لتقاريره الناقدة، مذكرين "بكل احترام" الحكومة اليمنية بأن حبس الصحفي لممارسته أنشطته المهنية من شأنه أن يشكل انتهاكا واضحا للحق في حرية التعبير، التي كفلتها العديد من الاتفاقيات الدولية ، بما فيها الإعلان العالمي لحقوق الإنسان.
ودعت الرسالة الرئيس، وبكل احترام ايضا، للتأكيد من أن العفو الرئاسي الذي منح للخيواني اعيد على الفور، وأن جميع التهم الموجهة إليه قد أسقطت. كما حثت الرسالة رئيس الجمهورية على اتخاذ جميع الخطوات اللازمة لضمان الاحترام الكامل للمعايير الدولية لحرية التعبير في المستقبل في اليمن.
والاتحاد الدولي للصحف منظمة دولية خاصة بالصحف، ولها تمثيل رسمي في الامم المتحدة واليونسكو والاتحاد الاوروبي ويتأطر فيها قرابة 18000 صحيفة في 102 دولة، وفي عضويتها ايضا 12 وكالة أنباء و 11 منظمة اقليمية ودولية.

We are writing on behalf of the World Association of Newspapers and the World Editors Forum, which represent 18,000 publications in 102 countries, to express our serious concern at the upholding of a six-year jail sentence against journalist Abdel Karim Al Khaiwani, despite a presidential pardon having been granted to him in September 2008.
According to reports, on 26 January Yemen's Special Terrorist Court upheld a 6-year jail sentence handed down to Mr Al Khaiwani on 9 June 2008. Mr Al Khaiwani, former editor-in-chief of the Al-Shoura newspaper, had received a presidential pardon in September 2008 and had also received assurances from the Minister of Justice and other officials that the case had been closed.
He had not been summoned to give evidence to the Special Terrorist Court, nor had he been notified that the hearing was underway. The court reportedly did not consider Mr Al Khaiwani’s appeal against the initial sentence.
Mr Al Khaiwani was jailed in June 2008 on charges of belonging to a terrorist organisation and planning terrorist attacks but was granted a presidential pardon and released in September. The original charge brought against him in 2007 was for publishing information liable to undermine army morale. Mr Al-Khaiwani, who has been abducted and imprisoned many times for his reporting, was jailed for nine months in 2004 after publishing articles critical of the state and the President.
We are seriously concerned that Mr Al Khaiwani has been sentenced to jail for his critical reporting. We respectfully remind you that imprisoning a journalist for carrying out his professional activities would constitute a clear breach of the right to freedom of expression, which is guaranteed by numerous international conventions, including the Universal Declaration of Human Rights.
